I'm sure Carlos will not mind you using the logo for your signs and other material. The logo is actually available to download in a good quality from the main article, and there's an explanations of its colors and the optimal way to use it, so that's the whole purpose.
I have tried to contact Carlos directly but not heard back, so I will hereby grant the permission.

The Town of Webster, New York would like to use the " recycle" logo on small signs to promote "catch and release" conservational efforts on 300 yards of fishing creek. How can we work together to make this happen?

I would like to have your permission to use the logo to be printed on measuring tape, it will be sold to help promote Catch & Release and fund-raising for my association.
