Any imitation or suggestive pattern of a salt water baitfish. Any tying style or material is accepted.

This category is open to both traditional, larger, US-style saltwater baitfish patterns and smaller, less known European style patterns for other species such as sea trout, sea bass, garfish and cod. The pattern must represent a fish - more or less accurately. Shrimp and crab patterns are not accepted.

But that doesn't mean that it's free to run.
